OGL 530: Final Paper, Section 1: What is the leadership problem?
Women’s underrepresentation in organizational leadership is commonly framed as a pipeline, confidence, or diversity problem. These explanations focus on the number of women available for leadership, women’s willingness to pursue authority, or organizational commitments to equitable representation. Although representation matters, this framing does not fully capture the leadership problem. Organizations may appoint women to senior positions while continuing to discount their expertise, constrain their authority, and exclude them from the processes through which organizational reality is interpreted. The central problem is therefore not simply the absence of women from leadership. It is the failure to substantively integrate women, particularly women of color, into organizational sensemaking, decision-making, and change.
An organization can achieve descriptive representation without changing who is presumed credible, who defines problems, or whose recommendations become priorities. Women may receive leadership titles while their authority remains conditional. Their ideas may be ignored until repeated by men, their competence may be acknowledged without producing influence, and assertiveness rewarded in male leaders may be interpreted as aggression when demonstrated by women. Such patterns reveal an organizational contradiction: women are invited into leadership structures while the norms governing legitimate leadership remain masculinized.
The proposed research problem is therefore: How does the incomplete integration of women into organizational authority constrain transformational change and organizational adaptability? A related question is whether organizations can meaningfully adapt to complex environments while gendered assumptions continue to determine whose knowledge is recognized, whose dissent is tolerated, who may exercise authority, and whose leadership is regarded as legitimate during difficult periods of transformation. The central thesis is that organizations limit their capacity for transformational change and adaptive leadership when they increase women’s representation without substantively integrating women into the processes through which authority, organizational reality, and change are defined.
This issue is appropriately studied as a leadership problem because it concerns more than access to employment or the administration of diversity programs. It affects how organizations construct knowledge, respond to competing interpretations, manage conflict, and mobilize collective change. Human-resource interventions may increase the number of women hired or promoted without altering the distribution of credibility and influence. A technically successful diversity initiative can therefore leave the underlying adaptive problem untouched.
Role congruity theory helps explain why women’s formal advancement does not necessarily produce substantive authority. Eagly and Karau (2002) argue that prejudice toward women leaders arises from an incongruity between the communal qualities prescribed for women and the agentic qualities traditionally associated with leadership. Women may be evaluated as insufficiently leader-like when they behave communally yet face social penalties when they display conventional leadership assertiveness. This double bind cannot be resolved merely by encouraging women to become more confident or ambitious because the standards against which their behavior is interpreted remain gendered.
The problem is intensified for women of color because race and gender do not operate as independent categories. Crenshaw’s (1989) theory of intersectionality demonstrates that Black women’s experiences cannot be understood by simply adding racism to sexism. Gender-equity initiatives can privilege white women, while racial-equity initiatives can privilege men of color, leaving women of color insufficiently represented by either framework. Consequently, the category “women in leadership” can conceal meaningful differences in whose authority becomes legitimate after women gain formal access.
The incomplete integration of women also creates an adaptive leadership problem. Uhl-Bien and Arena (2018) argue that organizational adaptability requires spaces in which new ideas can enter into productive tension with established operational systems. Ideas must be able to challenge existing routines, gain support, and eventually alter the organization. This process requires distributed leadership, productive conflict, and the movement of unconventional knowledge across organizational boundaries. When women’s ideas receive less recognition or their dissent is treated as a personality problem, the organization restricts the information entering its adaptive space.
This argument does not assume that women possess an inherently superior or universal leadership style. Nevertheless, research suggests that conventional gender assumptions can cause organizations to overlook relevant leadership capacity. Eagly, Johannesen-Schmidt, and van Engen’s (2003) meta-analysis found that women leaders were, on average, somewhat more likely than men to demonstrate transformational leadership behaviors, while men were somewhat more likely to exhibit passive or laissez-faire leadership. Although these differences were small and do not establish that all women lead similarly, they challenge the assumption that leadership ability is best recognized through traditionally masculine behavior.
Transformational leadership must also be approached critically. Tourish and Pinnington (2002) warn that it can concentrate authority around charismatic leaders, suppress dissent, and demand conformity to a supposedly shared vision. This criticism clarifies the difference between representation and integration. Appointing a woman to carry out an existing executive agenda does not necessarily redistribute authority or make change more participatory. Representation concerns who occupies a leadership position; substantive integration concerns whether that person can shape agendas, define problems, contest dominant interpretations, and influence consequential decisions.
The leadership problem is ultimately the preservation of gendered authority beneath the appearance of institutional inclusion. Organizations cannot claim to have integrated women merely because women are present. Integration occurs when women can influence how the organization understands itself, challenge values or routines that no longer serve it, and participate fully in determining the direction of change. Studying the issue through adaptive and transformational leadership shifts the inquiry away from how women can succeed within existing systems and toward whether organizations can realize their adaptive potential while restricting the leadership capacity already present within them.
